NVIDIA published an article June 2024 regarding Windows hardware compatibility going forward. Starting with NVIDIA driver version R555+ with an incompatible CPU will result in blue screen of death (BSOD). See this NVIDIA knowledgebase article for additional information.
Most CPUs since 2007/2008 include support for POPCNT and would not be impacted. If you have a CPU older than 2008, on Windows, and plan on updating a currently support NVIDIA GPU, this could impact you (see the article linked above), otherwise it shouldn’t be a major concern.
